The purpose of the dissertation research is the theoretical substantiation of the processes of self-organization and the formation of self-government bodies of small rural producers as an aspect of strengthening the competitive advantages of regional clusters of peasant (farmer) and personal subsidiary plots and the development on this basis of an organizational and economic scheme of relations between the state and self-government bodies of small agribusiness, aimed at ensuring sustainable development of subjects of small-scale production and the entire agro-industrial complex. The issues of the development of socio-economic systems, the assessment of the key characteristics of their changes at the present stage, the types of development, the use of innovations as a tool for overcoming crisis phenomena are studied. The place of innovation in the system of social production, the essence of the innovation environment and the specifics of its formation and development are revealed, the evolution of models of the innovation process is characterized, and the influence of the institutional environment on innovation activity is described. It is proved that each socio-economic system generates demand for certain changes that allow obtaining advantages in the production sphere, the effect of the implementation of which could be transferred to the social sphere. At the same time, the scale of such changes can be very different: from the improvement of individual tools of labor to technical and technological "revolutions", but the task of obtaining competitive advantages for open systems of various levels remains a priority, and the need for changes becomes not only an objective factor of development, but also turns at the forefront of their development. The description of the main types of models of innovative development of socio-economic systems, which differ in the scheme of initiation and organization of innovative processes, is given. It describes a set of factors (the influence of the state on innovation activity, legal support for innovation activity, the economic state of the system and its resource support, the level of development of innovation infrastructure and the level of socio-psychological development of society), the complex impact of which determines the choice of the model of innovative development. The conclusion is substantiated that the heterogeneity of socio-economic systems and factors influencing the choice of a specific model objectively determine the simultaneous use of several models in accordance with the specifics and level of development of individual structural elements of the system or its functional subsystems.

Item. In the context of the transformation of the territorial structure of the distribution of productive forces, difficulties arise in the development of small settlements. In this regard, the task of overcoming the negative trends in the socio-economic development of small towns and improving the well-being of their residents is being updated. Identification of directions for applying managerial influence on the part of municipal authorities to enhance the socio-economic development of small towns of the republic and improve the quality of life of the population. Methodology. The methodological basis of the study was an analysis of the applied work of domestic and foreign experts on the development of small towns. The study was based on a combination of system analysis, scientific observation and logical modeling. Results. Based on the analysis of the current state of small towns of the republic, their advantages for the population in comparison with larger settlements are indicated. The problems of these agglomerations have been identified and recommendations have been developed for enhancing socio-economic development. A generalized list of areas of purposeful application of the efforts of municipal authorities to overcome the marginalization of small towns and their entry into an optimistic development trajectory is proposed. It was determined that the application of these measures will create opportunities to preserve and develop small towns. It is indicated that such measures can be used in the development and implementation of socio-economic policy at the municipal level, including in other regions of the country. Conclusions. The economic development of small towns of the republic can be ensured by coordinating the actions of different market entities and on the basis of the activation of public initiatives of the population and entrepreneurial activity.

Item. The subject of the study is an enterprise that is part of the cluster, the specifics of the functions being implemented, and the differences from enterprises that are outside the cluster. Goals. The objectives of the study are to analyze the specifics of the cluster approach, the features of the functioning of enterprises of the biofuel cluster, the allocation of managerial functions of enterprises of the biofuel cluster. Methodology. General scientific methods are used: analysis and synthesis, induction and deduction, comparison. Methods are given that can be used to evaluate the possibilities of creating clusters in certain territories: the development coefficient method, the stochastic modeling method, and the rank assessment method. Results. The presence of a number of specific features of the management of enterprises of the biofuel cluster has been established, the advantages and disadvantages of enterprises that are part of the biofuel cluster have been highlighted. The main managerial functions implemented in the application of the cluster approach are singled out. The risks of biofuel cluster enterprises are analyzed. Conclusions and significance. The specific features arising from the integration of enterprises into the biofuel cluster are revealed: activity specialization, flexibility, reliability of contracts with suppliers, market development. Economic sanctions made it possible to freely increase the volume of financing in areas of support for domestic agriculture, including unrelated support. The article is devoted to unrelated support of agricultural producers of the Russian Federation in the aspect of import substitution. The course of its implementation, existing problems in the provision and the main results are analyzed. The methodological basis of the research is the methods of induction and deduction, analysis and synthesis, historical and logical methods. The analysis carried out showed the low effectiveness of unrelated support in the aspect under consideration, which is associated with its insufficient funding and terms of provision. The main problems in the implementation of unrelated support are: low funding and the need for regional co-financing; not providing support to regions with the highest indicators of soil fertility and profitability in the field of crop production; the procedure for distributing support funds does not take into account the technological level of agricultural production and the technical potential of the agricultural enterprise; stimulation of extensive type of agricultural production. Measures are proposed to improve the efficiency of unrelated support in order to ensure its effectiveness and accelerate the achievement of the indicators provided by the state in the field of import substitution in the agrarian sector of the Russian Federation: 1) a significant increase in the level of financing of unrelated support; 2) elimination of regional co-financing as a condition for its provision; 3) changing the procedure for calculating unrelated support in terms of eliminating the possibility of refusing to receive it to regions with the highest indicators of soil fertility and profitability in the field of crop production and the sale of its products; 4) using a differentiated approach when providing unrelated support; 5) exclusion of an unjustified increase in the area under crops.

The peculiarity of the conferences is that they reflect only two topics: 1) the life and deeds of His Holiness Nikon, Patriarch of Moscow and All Russia (1605-1681); 2) the history, architecture and culture of the monasteries he founded. The article gives a brief description of dynamics of agricultural development, the main factors influencing the development of the agricultural sector are listed. The role of the state in stimulating the development of agriculture in Russia is outlined. The main problems of agricultural development are highlighted.

The development of the economy through new technologies stimulates the transfer of competencies through the expansion of the export of educational services in various industries. The study of in-demand skills and competencies in the agro-industrial complex allows us to get an idea of ​​the most competitive educational programs for regional labor markets that Russia can successfully export to other countries, as well as those innovative educational products that the agricultural sector needs. In this regard, the purpose of this study was to study the process of implementing additional programs vocational education agricultural universities to international educational markets.

The priority national project "Development of the Agroindustrial Complex" was one of four projects designed for 2006-2007. (In addition to the agro-industrial complex, education, health care and housing construction were declared areas of state concern.) In addition to the actual economic meaning, which was associated with the rise of agricultural production, the project had a clear political component. The upcoming elections to the State Duma and the change of the President dictated the tactics of "pulling up the rear", i.e. relative improvement in the most unfavorable areas of production, directly related to a large part of the electorate. In this series, agriculture played a special role. PNP "Development of the Agro-Industrial Complex" is indicative in terms of strengthening the role of power, administrative resource in solving economic problems, which fits into the general vector of Russian changes.

The publication, prepared as part of the Scientific and Methodological Materials series of the Institute for Statistical Research and Economics of Knowledge (ISSEK) of the National Research University Higher School of Economics (NRU HSE), is devoted to the methodological aspects of the formation of a system of federal statistical monitoring of innovation activities, the introduction of advanced and innovative technologies in agriculture and related sectors of the agro-industrial complex.

Methodological recommendations include a conceptual apparatus, formed taking into account the specifics of agriculture and harmonized with international standards, approaches to building a comprehensive system of statistical indicators of innovation activity, compiling a register of agricultural organizations. A project of collective classification groups for agriculture and related branches of the agro-industrial complex has been developed, and the procedure for their approval has been determined. A program and a draft toolkit for specialized statistical monitoring of the introduction of advanced and innovative technologies are proposed.

The purpose of the work is to compare monetary policy regimes in terms of the vulnerability of the economies of the countries using them to crises. The work consists of two parts. The first part contains a review of the literature, which presents the results of studies examining the susceptibility to crises of economies applying such monetary policy regimes as exchange rate targeting, classical and modified inflation targeting. Estimates of the effectiveness of the accumulation of foreign exchange reserves as a tool to prevent or mitigate crises are also given. The second part of the paper, the empirical one, describes the methodology and results of comparing the adaptive capacities of economies based on the analysis of the dynamics of key macroeconomic indicators in the pre-crisis and post-crisis periods in countries grouped by monetary policy regimes. In addition, estimates of the susceptibility of economies to crises are presented based on the calculation of the frequency of crises under various regimes.

The results of the analysis of current and emerging technological shifts in the agro-industrial complex at the global and national levels are presented from the standpoint of assessment negative impact these changes on the Russian economy. The future of the Russian agro-industrial complex is considered through the prism of unlikely catastrophic events ("wild cards"), the risks of which must be taken into account when forming the country's agrarian and scientific and technical policy, while a number of stress scenarios are modeled, which, under certain conditions, can be realized in the domestic food sector.

IN modern world aquaculture is one of the fastest growing sectors of the economy. Due to a number of factors, the scale of aquaculture production in Russia today is small. At the same time, in the key regulatory documents of the federal level of the fishery industry, great attention, it is set ambitious targets to increase production and export volumes. The implementation of aquaculture development programs should be based, among other things, on the introduction of new technologies, the development of scientific and technological potential and the adaptation of the experience of foreign countries. Planning for the development of any industry in the modern world should be comprehensive and systematic, and modern and accurate analytical tools are needed to determine promising technological solutions and management practices. This article proposes the use of strategic analytics as a conceptual approach to data analysis in the context of their current volume and level of diversification. As a tool for analyzing promising directions for the development of the aquaculture industry, it is proposed to use the iFORA big data mining system developed by the Higher School of Economics. As the main method, the article proposes the use of semantic analysis of large volumes of textual information. The proposed methodology is planned to be used in the analysis of the aquaculture industry in subsequent publications.

Samara Region— the region is relatively strong in many respects, including agricultural. It can be attributed to the main breadbaskets of Russia. But here, too, there are many problems in the agro-complex, both characteristic of Russia as a whole and purely regional. In the 1990s, the diversity of agricultural activities intensified. Large enterprises have lost their monopoly positions. The problem in the region, as well as throughout Russia, is to find optimal forms of coexistence of large and small industries and the inclusion of small producers in the technological chains of agricultural production and marketing systems. The article asks questions: self-sufficiency or efficiency in the division of labor with other regions? Concern about volumes or concern about productivity and profit? Equality or development? Large enterprises or small private sector? The author believes that with the preservation and development of multiformity, the future still belongs to progressive technologies and large-scale production. However, one cannot ignore the prospects for the entire mass of small-scale production, which can be quite successfully included in the general system of product supply.

One of the main indicators of the success of the company is the increase in its value. The article considers traditional models for assessing the value of a company, provides evidence of the incorrectness of their use in the conditions of the functioning of a post-industrial economy, and proposes a new methodology based on assessing the intellectual potential of a company as the main resource for creating its value.

This work is devoted to a critical analysis of the minimum wage institution in countries with developed market and transition economies, as well as in some developing countries. The institutional features of the minimum wage in individual countries are considered: the procedure for establishing, regional characteristics, the role of trade unions. A special section analyzes the dynamics of the absolute and relative size of the minimum wage, identifies those social groups that benefit and lose from the revision of the minimum wage. Special attention paid to the impact of the minimum wage institution on the labor market. The author considers the mechanism of translation of the increase in the minimum wage on the dynamics of employment and unemployment, and cites the results of empirical studies. The experience of many countries shows that a “jump-like” increase in the minimum wage leads to stagnation and even a reduction in employment, primarily among the socially unprotected strata. A particularly negative effect is recorded for companies with a high share of labor costs and widespread use of unskilled labor, i.e. primarily for small businesses and enterprises of the agricultural sector. One of the conclusions of the work is that the increase in the minimum wage is not an effective means of solving the problem of poverty, since most of its recipients are concentrated in households with an average and above average income.

This empirical article relates to the theory of competition and the theory of industrial markets. It examines the relationship between industry structure and competitiveness at the local rather than national level. We used micro-level data for banks in two regions of Russia, Bashkiria and Tatarstan, to calculate the values ​​of the Herfindahl-Hirschman and Lerner indices and evaluate the Panzar-Ross model. The latter is done in two ways: through the widely used price equation, which takes into account the effect of the size of the bank, and then through the equation without taking into account the size of the bank, as proposed by Bicker and his co-authors in 2009. It turns out that both regional markets are dominated by monopolistic competition, although the hypothesis of monopoly is not rejected for Tatarstan. The existence of large local banks does not necessarily make a given regional market more competitive, and the use of non-structural models for measuring competition suggests that competition between banks in Bashkiria is stronger than in Tatarstan. Going further from the aggregated analysis, we calculated the Lerner indices for two product segments of the banking market of Tatarstan and found out that the retail lending market is much more competitive than the corporate lending market. Local banks have more bargaining power in corporate lending, while local branches of federal banks have more bargaining power in corporate lending.

The Basel Committee on Banking Supervision initiated a discussion on the best practices to prevent excessive risk taking by bank managers. This article proposes a game-theoretic approach that describes the decision-making process of a bank manager who chooses the levels of risk and effort. If the level of risk affects the spread of future profits, then the amount of effort affects the probability of a positive result. While the effort is not observable to the bank's shareholders, the level of risk is manageable and can be measured by indicators such as capital adequacy or financial leverage. The manager is assumed to be risk neutral; the binary outcome of the game with profit or loss is considered. Starting with an overview of the contract scheme, which includes a fixed and variable remuneration components, it is shown that by differentiating the variable part of the remuneration, it is possible to incentivize the adoption of smaller risks. More precisely, the variable part of the reward (share of the bank's profits) when taking a small risk should be higher in proportion to the greater dispersion of outcomes observed when taking a high risk, in order to incentivize the manager to choose a lower level of risk instead of a high one.

In this paper, we have developed a basic model that allows us to predict the possible reaction of financial institutions to more stringent regulatory measures introduced by the Basel Committee on Banking Supervision (BCBS) in relation to global systemically important banks (GSIB). The context of the research is formed by the BCBS document of 2011, which sets higher capital requirements for global systemically important banks. We analyze the interaction of banks within an oligopolistic market, where demand is limited, and banks are subject to additional capital requirements imposed by the regulator. We distinguish between the announced cost of funding, which determines the amount of loans issued and the interest rate in the market; and the true cost of funding, which directly affects the amount of profit. We conclude that in a two-term relationship, both banks will declare the highest cost of funding, which will lead to a reduction in the size of loans issued (which is in line with the regulator's goal), but at the cost of a higher cost of borrowing in the market. If the game is repeated, then both banks choose a smaller amount of loans than in last period when the lowest funding cost is claimed. Note that the findings are consistent with the results of the analysis of the Department of Monetary Policy and Economics of the BCBS.
